As a public service to AYSO Region 33, InstaNet, a local Internet provider has donated their services to make the Balboa Net newsletter available to anyone on the Internet. If you're already on the Internet, see our new home page at\BalboaNet.

This page will provide the Balboa Net newsletter including game schedules and highlights.

In addition to the Net, InstaNet will also post the 1995/96 season handbook. This handbook covers rules and regulations, procedures, directors and managers phone numbers.

Each week a different division(s) assumes the responsibilities of the Park Host. These are the folks who man the Information Tent, set up and break down the tents. They also put up the nets before the games and take them down at the end of the day.

Yearbook Deadline Today

All team ads are due today. Also due are any candid photos you wish to submit. Please label them with team name, division number and boys or girls. Thanks for your help and cooperation. If you have any questions, please call me at (818) 993-3625.
Snacks are one of the perks of the soccer games as Jason Kabaker will tell his friends.

Photos Ready Today

by Susan Kahan, Photo Day Chair Photos taken on Photo Day are ready for distribution today at the Information Tent. Please remember, only coaches, assistant coaches or the team parent may pick up their team's photo. This team representative will then be responsible for distribution of all photos to team members. All individuals, including those who were not present on Photo Day, should receive a team photo in the team's package.

Photo distribution will also take place next Saturday, October 21st beginning at 8:30AM at the Red Tent. This will be your last chance to pick up your team packages.

Representatives, please make sure to give each player not present at Photo Day a team photo. Players taking a make-up photo will receive their individual packet later in the season, providing they are present for Make-up Day on October 28 at 12 noon.

Fundraisers Continue

During this month of October, on any Tuesday evening, plan to have dinner, dessert or what have you at Denny's Restaurant in Encino (see flier in this issue of the Net.) The restaurant will be contributing a portion of all food and beverage sales made from 4:00 pm to 10 pm to our Region.

And remember - today is the day that all orders collected for first aid kits are due.Please turn everything in to your coach.

Also available for sale at Balboa Park every Saturday in the area of the Red Tent are banners, frames and magnets. All would make cute presents for those who want to get a head start on their holiday shopping. For the younger set, two young soccer playing entrepreneurs are selling soccer, baseball, football and basketball cards. Both vendors are rebating a portion of their sales to AYSO Region 33.

And of course, T-shirts and sweatshirts with the new region logo are available at the Red Tent in addition to soccer balls, shin guards, goalie shirts and soccer jewelry. Jackets and gear bags with the new logo are on order. See Jan Bamberger or Bobbe Jacobs for these and other itens.

October 28 from 9:00am to 2:30 is the date the folks from SOS Survival will be at the Park.

All of these items make super holiday gifts -- why fight the malls - do your shopping at the Park and benifit our program at the same time!

And don't forget the Tent is collecting your $.75 domations on each game day. Turn in your ticket and you could win a liquid refreshment prize!

Photo Make Up Day October 28, 12:00 Noon

Individual photos for those players that did not attend Photo Day will take place on Saturday, October 28 at 12:00 Noon Sharp. Players must arrive promptly, in uniform, just east of field #11 (division 8 field.) The photographers are on a very tight schedule and will leave the park as soon as possible. This will be your last chance to have your picture taken so please arrive early!

What constitutes a make up photo? If a child missed the original picture day this is considered a makeup. If a child had a picture taken that turned out bad, it will be retaken as long as your bring the bad photo with you (No exceptions to this rule.) What makes a retake? Closed eyes, out of focus, or flash did not go off. This year we must charge a $2.50 (refundable) deposit for any retake, this money will be held until you pick up your photo. If the photographer considers your photo bad, your deposit will be returned to you when you pick up your picture. If the photographer deems your picture acceptable, your deposit will be used to pay for your photograph.

The Referee's Corner

I thought Steve Vickter’s article was quite thorough, never-the-less I received questions during my tours through the park. I still suggest they review their questions with him directly. However, at the risk of being redundant I' ll try to be brief and explain it with a different arrangement.

A player can never be offside when he is: 1) in his half of the field, OR 2) “Behind” the ball, when he is in the attacking half of the field, OR 3) “Behind or even with” the 2nd to last defender, when he is in the attacking half of the field. (The last defender is usually the goalie.) Also, a player is not offside when playing a ball directly from a corner kick, goal kick, or throw-in.

He is in an offside position if: 1) He is in the attacking half of the field, AND 2) He is ahead of the ball, AND 3) He is ahead of the 2nd-to-last defender. It’s OK to be in an offside position. However, if the player in an offside position at the time the ball is touched or played by a teammate, AND in the opinion of the referee, involved in active play by: 1) gaining an advantage by being in an offside position, OR 2) interfering with play, OR 3) Interfering with an opponent. The player is offside.

I completely agree with Steve that you’ll get a much better understanding of this if you shadow a linesperson in a division 1 or 2 game.

Folks, I get complaints every week about officiating - mostly verbal while at the park. I truly want to improve the quality of our referees, but I need your help. Please put your comments down on paper. Mail or fax them to me. Even anonymous responses are fine, but I need to know the following if I’m to discuss the issues with the referee: Who was the ref? What was the game time and field number? What was the level of the game? (B6, G#, etc.) At what point of the game did the issue take place? Exactly what happened? If any, what were the events leading up to the issue? What did the referee do (or not do)?
